The RTE monitoring tool is meant to help civil society organizations (CSOs), community leaders, and education advocates understand whether schools in their areas are truly supporting every child’s Right to Education (RTE) as guaranteed by Nepal’s Constitution (Article 31) and Nepal’s international commitments like SDG 4 and various human rights treaties.

It is based on Katarina Tomaševski’s 4A Framework — Availability, Accessibility, Acceptability, and Adaptability which helps assess education from multiple angles. But what makes this tool especially useful is its strong focus on Gender Equality and Social Inclusion (GESI). It encourages users to look closely at whether children from all backgrounds, including girls, Dalits, children with disabilities, indigenous communities, and those from low-income or geographic margins are truly able to access and benefit from education.
