Transforming ICT in Education for Equitable Learning in Nepal

Nepal's public schools have more computers, smart boards and internet than ever. School electricity access (80.7%) and connectivity (58.6%) have both overshot the targets set in the School Education Sector Plan (SESP) 2022/23–2031/32. But has any of it changed how students learn?
Not yet, this study finds. Based on fieldwork in Kathmandu Metropolitan City, Kalaiya Sub-Metropolitan City (Bara) and Gurbhakot Municipality (Surkhet) 22 key informant interviews, 6 focus group discussions, 6 student interviews and 5 school observations the paper documents computer labs that sit locked or broken, computer teacher positions missing from the darbandi, and technology used mostly to watch videos and copy answers rather than to code, design and build. It also traces how access is shaped by gender, disability, geography, stream and medium of instruction, and how students are already turning to AI tools with almost no guidance on ethics, privacy or online safety.
Using the SESP as its analytical framework, the paper offers concrete recommendations for the Ministry of Education and Sports, local governments, CSOs and development partners and argues that the next phase of ICT in education must move from delivering devices to enabling creation.

नेपालमा आइसिटी शिक्षाको पुनर्विचार: उपभोगबाट सिर्जनातर्फ
नेपालका सामुदायीक विद्यालयहरूमा कम्प्युटर, स्मार्ट बोर्ड र इन्टरनेटको पहुँच पछिल्लो समयमा उल्लेखनीय मात्रामा बढेको छ। विद्यालय शिक्षा क्षेत्र योजना (SESP) २०२२/२३–२०३१/३२ ले लक्षीत गरेको बिजुली (८०.७%) र इन्टरनेट जडान (५८.६%) को लक्ष्य पनि नाघिसकिएको छ। तर यसले विद्यार्थीको सिकाइमा साँच्चै फरक पारेको छ त?
यो अध्ययनको निष्कर्ष अनुसार — अझै छैन। काठमाडौं महानगरपालिका, कलैया उपमहानगरपालिका (बारा) र गुर्भाकोट नगरपालिका (सुर्खेत) मा गरिएका २२ प्रमुख व्यक्ति अन्तर्वार्ता, ६ सामूहिक छलफल, ६ विद्यार्थी अन्तर्वार्ता र ५ विद्यालय अवलोकनमा आधारित यस अध्ययनका अनुसार कम्प्युटर ल्याबहरू बन्द वा बिग्रिएको अवस्थामा छन्, कम्प्युटर शिक्षकको दरबन्दी छैन, र प्रविधिको प्रयोग कोडिङ, डिजाइन वा सिर्जनाभन्दा बढी भिडियो हेर्न र उत्तर सार्नमा सीमित छ। लैंगिक पहिचान, अपाङ्गता, भूगोल, संकाय र पठनपाठनको माध्यमले आइसिटी पहुँचमा पार्ने असर, तथा विद्यार्थीहरूले कुनै मार्गनिर्देशनविनै एआई प्रयोग गर्दै आएको अवस्थालाई पनि यसले उजागर गर्दछ।
SESP लाई विश्लेषणको मुख्य आधार बनाएर तयार पारिएको यस नीति पत्रले शिक्षा तथा खेलकुद मन्त्रालय, स्थानीय सरकार, नागरिक समाज संस्था र विकास साझेदारका लागि ठोस सिफारिसहरू प्रस्तुत गर्दै आइसिटी शिक्षाको अबको चरण उपकरण वितरणबाट सिर्जनामुखी सिकाइतर्फ सर्नुपर्ने तर्क राख्दछ।
यो अध्ययन ग्लोबल पार्टनरशिप फर एजुकेशनको एजुकेशन आउट लाउड कार्यक्रमको सहयोगमा सञ्चालित "जवाफदेही शिक्षाका लागि नागरिक समाज सशक्तीकरण (CSE)" परियोजना अन्तर्गत तयार पारिएको हो।
