Every local government in Nepal publishes an annual budget. Hundreds of pages of publicly available budget headings and code numbers, but their technical presentation makes them difficult to understand at a glance.
BAT is a free Excel-based tool that turns those documents into clear dashboards: where the revenue comes from, how spending is distributed across sectors, how much actually reaches education, and whether allocations reflect GEDSI commitments. Enter up to five years of figures into the green input sheets and the charts build themselves and no background in data analysis required.
Developed over two years of testing with Learning Collaborative members in Kathmandu, Madhesh and Karnali, and usable across all 753 local governments, BAT is built so that civil society can walk into a public hearing with evidence rather than impressions.

स्थानीय सरकार बजेट विश्लेषण उपकरण (BAT)
नेपालका हरेक स्थानीय सरकारले वार्षिक बजेट सार्वजनिक गर्दछन् । तर सयौं पृष्ठका बजेट शीर्षक र सङ्केत नम्बर सार्वजनिक हुनु र ती बुझ्न सकिनु फरक कुरा हुन्। BAT एक निःशुल्क एक्सेल-आधारित उपकरण हो, जसले त्यस्ता कागजातलाई सहजै पढ्न सकिने ड्यासबोर्डमा परिणत गर्दछ: आम्दानी कहाँबाट आयो, कुन क्षेत्रमा कति खर्च भयो, शिक्षामा कति पुग्यो, र विनियोजन GEDSI प्रतिबद्धताअनुरूप छ कि छैन। हरियो रङका इनपुट पानामा पाँच वर्षसम्मको तथ्याङ्क प्रविष्ट गरेपछि चार्टहरू स्वतः तयार हुन्छन् र तथ्याङ्क विश्लेषणको विशेष ज्ञान आवश्यक पर्दैन।
काठमाडौं, मधेश र कर्णालीका सिकाइ साझेदार सदस्यहरूसँग दुई वर्ष लामो परीक्षण र परिमार्जनबाट तयार भएको यो उपकरण नेपालका सबै ७५३ स्थानीय तहमा प्रयोग गर्न सकिन्छ । यसको मुख्य उद्धेश्य नागरिक समाज सार्वजनिक सुनुवाइमा अनुमानले होइन, प्रमाणले बोल्न सकोस् भन्ने हो।
यो उपकरण ग्लोबल पार्टनरशिप फर एजुकेशनको एजुकेशन आउट लाउड कार्यक्रमको सहयोगमा सञ्चालित "जवाफदेही शिक्षाका लागि नागरिक समाज सशक्तीकरण (CSE)" परियोजना अन्तर्गत कारखाना समूहद्वारा प्रकाशित हो।
