A suggestion paper was formally handed over to the local government, summarizing key findings from the analysis of the Local Education Plan (LEP) using the Local Education-Plan Analysis Framework (LEAF). LEAF provides a comprehensive framework to support evidence-based advocacy and policy improvement, this framework helps ensure that local education systems are equitable, inclusive, and aligned with national and international commitments, such as Nepal’s School Education Sector Plan (SESP), National Education Policy, and Sustainable Development Goal 4 (SDG 4) on quality education.

This initiatives have been lead by Civil Society Organizations (CSOs) of Madhesh and Karnali province to make their respective local government accountable. The paper highlights critical gaps subsector of education like Early Childhood Development, Basic Education, Secondary Education, Equity & Inclusion, Teacher Management & Development, Technology in Education, Education in Emergency & Crisis, Institutional Structure & Capacity Building & Implementational Arrangements of education services, while also outlining practical, evidence-based recommendations to strengthen planning, budgeting, and implementation. By grounding the suggestions in LEAF’s rights-based indicators, the document aims to support the local government in making targeted improvements that enhance equity, inclusion, and overall education quality for all learners.
