Not every problem is an advocacy issue. This guidebook starts from that distinction, helping civil society work out which of the many problems in a school or a municipality can actually carry a campaign and then walks through the ten steps. This follow: validating what people report, tracing a problem to its source, giving it shape, organizing rights-holders, opening dialogue with service providers, and monitoring what actually changes.
Produced by the Karkhana Samuha as a part of Civil Society Empowerment for Accountable Education Project in collaboration with Centre for Education Policy and Practice. It pairs conceptual grounding- what civil society is, how to read the social and political structures around a school with working method. The method includes prioritizing issues, framing messages, choosing advocacy channels, managing risk, and running your own trainings. It was refined through workshops with Learning Collaborative practitioners in Madhesh and Karnali, and is published in Nepali under a Creative Commons license.

हरेक समस्या जनवकालतको सवाल बन्दैन। प्रस्तुत मार्गदर्शन पुस्तिका त्यही विषयबाट सुरु हुन्छ। विद्यालय वा पालिकाभित्रका अनेक समस्यामध्ये कुनलाई अभियानको सवाल बनाउन सकिन्छ भनी छुट्याउन सघाउँदै र त्यसपछिका दस चरण क्रमशः प्रस्तुत गर्दछः अनुभूति प्रमाणीकरण, सवालको आकार र स्रोत पहिचान, अधिकारवाहकको संगठन, सेवाप्रदायकसँगको संवाद, तथा अनुगमन र मूल्याङ्कन।
